How do I register my business name and buy a website domain name?

How do I register my business name?
and
How do I register my web address name? Is there such a thing of a register web site name?

Ok...I am not ready to have a business but I like to register my name and web site name before it's taken. So can I register the name without starting the businees?

How much does it cost?

you just have to purchase a domain name ie website name. You can do that through a number of sources...when I did my research you the cheapest was godaddy.com or bravenet.com (don't know if that is true now) If you are ready to build a website you can usually get the domain name next to nothing for the first year by signing up for web hosting but if you only want to register the domain name so no one else can take it you can do that without building a site. It is still very cheap to just buy the domain name. Dont know about the other side of it....
