Wife of a graphic designer here...
You are paying for their time, intellectual property, design work, knowledge of marketing, what will look good together, etc. , skills, etc. It takes time, effort, skill, computer programing, electricity, computer equipment, etc. to design a logo, website, etc.
You should pay them for the time they have spent on the logo. The contract should state how many comps they will submit to you, then how many revisions on the selected comps they will give you before you either pay by the hour or call it quits and move on to another designer. If they did not spell all that out in the contract that is their own stupid fault and you need to continue based on your own personal integrity.
However, you should pay something for the work they have done. Just as you would want to get paid for any doula work you did even if someone took over for you partway through or your client ended up with a c-section you couldn't attend.
Too many people act like graphic design and web design is something that should be cheap or free. That is just not the case. Designers work hard and usually long hours. They have kids to feed too.
