Question about cytotec:

Is it still not FDA approved to be used for laboring woman?

True. It is still only off-label use and they strongly discourage it.

I don't think it ever will be FDA approved with the type of damage it causes to mom and baby.

No, the FDA has not approved this drug for use in pregnant women and probably won't.
Searle, the company that produced the drug, issued a letter stating:

"Searle has not conducted research concerning the use of Cytotec for cervical ripening prior to termination of pregnancy or for induction of labor, nor does Searle intend to study or support these uses."
