You can do this a couple different ways.
1) Find a post by the user and in the part of the post with all her information it says "Doula Trader: (#)" The number in parenthesis is a link. Click it, it'll take you to a new screen where you click the "Submit feedback for this user" link. 
2) Go to the Member List and find the username you are looking for. Click to see their profile and again there will be the "Doula Trader: (#)" where you click the number, takes you to the page where there is a link to submit feedback.
